Either the inn catching fire is just a coincidence, or - far more
probable - the soldiers have set light to it to create a diversion
whilst they rob the store. You curse them for their callous disregard of
what casualties they might cause. "Keep an eye on your store," you tell
the storekeeper, "and make sure you have a weapon handy." "Why?" he
asks, surprised. "Because as I was leaving the village I overheard two
men - they looked like soldiers - planning to rob it, and I think the
fire may be a diversion," you say.
