Believe it or not, there are actually three sides to this mess within
this stories NSA.
We have Abbot's side, who wishes to upkeep and preserve the civil liberties
of America and would rather just have the NSA do what it was originally
chartered to do, protect America's communications and such. Keep tabs on
the foreign elements, and let those who were chartered to take care of
domestic intelligence issues do their job. Have not gone public with this
stuff for fear on what would happen. The resultant "cure" could well be
worse than the "disease." Mob justice is such an ugly thing......
We have Reynold's side, who have out of sense of duty (overzealous duty)
that things have gone too far in America taken up the cause of monitoring
(and perhaps "fixing") what they see is wrong with America. It's a bit
of vigilantism, basically. They see that America as heading for Hell in
a handbasket, and only they can stop it (they and allies throughout other
parts of government and such). For the greater good, these folks will do
terrible things. They see themselves as a solution, but they are only adding
to the problem and if left unchecked will eventually turn the United States
of America into a police state. For the greater good, of course.....
Then, there are those within the NSA (like Feilder and such) who have
no
idea at the truth. Don't mistake ignorance at stupidity, but these folks
are being manipulated by both sides.
Makes for a scary situation, really.
So, anyway, we have Abbot, who is high up in his factions organization,
but not the leader (that would be a person like the one who Whistler said
had been in Houston so long ago.....)
Reynolds is high up in his organization, but still wanting to climb
higher. When he killed Hamersly, it won the approval of his superiors (for
it moved ahead their interests so well). Now, with recent events, things
are getting a bit hot for Reynolds....who wonders if and when things will
come down on his head!

See, things
have been going a bit screwy....
