Scott Gets Arrested

Scott felt a tap on the shoulder and turned his head around." A burly man wearing a Tampa Police Department uniform said, "Excuse me, Sir, are you aware that this is a public beach?"

"Yes, sir."

"Is that your dog?"

"Yes, sir."

"Are you aware that in order for dogs to be allowed on the public roads, parks, and other public property, that the dog must be under the direct control of its owner?"

"Sir, isn't he under control?"

"He is not. Section 4-27 in the Hillsborough County Ordiances defines direct control as the immediate, continuous physical control of a dog at all time by means of a leash, cord, or chain of sufficient strenght to restrain the dog. Do you see a leash, cord or chain?"

"I am sorry, officer," said Scott, trying to make himself decent.

"You are also aware that you have committed an act of indecent exposure, according to section 800.03 of the Florida Uniform Code."

"I am sorry, sir, but I had to go."

"Sir, you will have to come with me to the station. Miss, are you with him?"

Astra replied,

2. No.
