I Can't Put My Finger on It

After thinking about it for a minute, Fred cheerfully crows "Chelseaisaboogerhead!"
"That is not right, Fred, nor is it funny!" Chelsea snaps. "This is Montana! Now, maybe you can name this state underneath it!"
"Chelseaisaboogerhead!"
"No! It's Wyoming!" Chelsea says loudly. "Okay, maybe some of these states are confusing you. We'll pick an easier one, then."

Pointing to California, Chelsea asks "Ready, Fred?"
"Chelseaisaboogerhead!"
"CALIFORNIA! God, what the hell is your problem? Okay, let's try this again, Fred." Chelsea points to Texas, but Fred still cheerfully exclaims "Chelseaisaboogerhead!"
"Fred! That is enough!"

Eventually, Chelsea goes through all fifty states, each Canadian province or territory, and a good deal of the states in Mexico and Australia, and Fred still insists on identifying them all as "Chelseaisaboogerhead!" But, before Chelsea can completely lose her temper and bash Fred's head in with the globe she's using as a teaching tool, she notices something...

...namely an honest to goodness state called "Chelseaisaboogerhead!", complete with an exclamation point.

So, gang, exactly where is "Chelseaisaboogerhead!" located at?

1. Off the coast of Florida.
2. In the northwest corner of Manitoba.
3. The Texas panhandle.
4. Wyoming.
