Fred realised that he needed to think further about what - if anything - he could do to help Astra. He had used up two of his three wishes, and thus if he made any further wish he would have reached his limit of three, and Astra and the lamp would vanish to await her next master. [6669 - chosen option] If that was the case, then he had better think long and hard before making that final wish. It would be terrible if he failed to help her with it and she was then compelled to perhaps spent many years waiting for another master, who in any case was unlikely to be sympathetic to her plight. Afraid that he might use up a wish accidentally, by saying the words "I wish" about something trivial, he asked Astra to return to her lamp to ensure that that could not happen.
He briefly considered wishing to be transported into Astra's djinn body, and for her to likewise be switched to his. But that would surely count as "modifying her status", and thus would not be allowed. [13950] He remembered that the lamp had been empty when they had first found it, which suggested that there might be some way to restore a djinn to human once more or at least to free them from being tied to their lamp. Perhaps a sufficently powerful wizard could do it?
