In the category of modular equivalences congruence *is* equality. One
can (if one wants) use "congruent" to distinguish from "equal" but
this is typically just a convenience in the event that one also wants
to refer to equality of two numbers in the ordinary sense.

The interpretation I have outlined is a reasonable (I would say
standard) one, which is all Aron needs for his rule to be judged
valid.
