as I understand the difference in definition between invalid and
unsuccessful, my attempted genetic modification rule, which was submitted
near the same time as, and before I had read the modification rule that was
approved should be ruled unsuccessful. I agree it is inconsistent, and I
knew that as soon as I read the approved rule, however I had not seen that
rule until after submitting mine.
