They then look at each other in consternation.
The Doctor recognizes the significance of this place since he saw this
near the beginning of the movie.
Inquirer recognizes this place from the text of the book she'd
downloaded and read years ago.
Both recognize the licence plates of the man before them....and
both know that they just can't stand idly by and let things go without
them having a hand in it!
But even as they decide that, they know that perhaps for some,
it's already too late.
Hammersly is dead, and going back and changing the fact would
create more problems than it would solve. That's the reason why Time Lords
don't do that sort of things (uh....at least not very often unless they
belong to a small...lunatic fringe Time Lord group called the Paradox Faction).
And as for Zavitz, he'd been driving off in his van when our couple
had noted his license plates....and then seen the mess across the lake
and realized what was going on here.
It may be too late for Zavitz as well, but then again, Inquirer
and the Doctor have a few possible leads from the movie.......
Meanwhile, at the same time back on the other side of the lake.....
The NSA agent has called in Zavitz plates.
Reynolds, rightly worried that the crime could very well have
been videoed, organizes an "operation" against Zavitz to see if the guy
actually has recorded something. If so, then Zavitz will be killed and
his body disposed of (probably next to Hoffa). The thing is that he's using
"company" assets without proper authority (using them to cover his tracks).
Several of the operatives who are roped into this deal.....DON'T.....KNOW....THE.....TRUTH.....of
the matter. They think that it's a training op (and since other ops have
been just as realistic as this one....why should they think this isn't
one as well?)
Anyway, as luck would have it, Zavitz did record the crime, and called
a friend who happens to be a publisher of a small, left winged (as it was
termed) newspaper.
Reynolds and his cronies know that they better move quickly in order
to silence Zavitz and Bloom (the publisher). So they set loose their operation,
and soon Zavitz is running for his very life (copy of the tape in his hands)!
He runs a similar race and route that his movie counterpart did, up
until the moments right before he'd get run over.

As ZAVITZ pedals down the road, JONES(an NSA operative) is running
on foot behind him.
Zavitz, trying to shake Jones, begins to turn his stolen bike to jump
into another lane only to feel the handlebars be gripped by something!
He gives of a scream of surprise as the bike he's riding suddenly
increases speed by something by five times!
Jones and the others stop dead in their tracks in surprise as
they see their query suddenly shoot off and away....as if his bike suddenly
just kicked in it's non-existent afterburners!
Other bystanders (and several drivers) are also a bit....er...amazed
at the speed that the screaming Zavitz is going.

(one of the operatives "recruited" for this op who's an ex-Marine...and
more than a tad over aggressive...and a little bit too unquestioning) says,
flabbergasted!
