What does "New posts Popular" mean?
Is it when a topic reaches a certin post limit?

That's it exactly. When a thread reaches a certain size, it is marked as popular. The current popular size setting for this board is 25 posts. I don't think we actually have any threads that have gone up to 25 posts.

Sticky is when a topic is set to stay at the top of the topic list at all times, no matter how old it gets and how many posts are made in other topics.

A board moderator or administrator has the option to make a topic sticky. The option shows up when you are creating a new thread, or editing the first post in a thread.
