Turner's first item on the agenda is to set the entire country to "Turner time", i.e., starting all major functions at either five minutes or thirty-five minutes from the top of the hour.

The French citizens do not understand this.

1. Well, French citizens don't understand bathing on a daily basis. Of course they won't understand 'Turner Time'.
2. Turner converts all French television networks to clones of his old cable channels.
