"What?" asked the Doctor with less than his customary eloquence, looking
surprised.
The man gestured at the TARDIS. "Since I just saw it materialise, that
must clearly be some sort of space vehicle. As space travellers you need
the
appropriate paperwork if you wish to visit Earth. You should have landed
at a proper spaceport,
of course, but as luck would have it I just happened to be passing by on
my way
home from my shift at Earthport 1. If you can't produce your papers then
