If we should materialise too early, then the Master would have detected it. That will mean that our current timeline would become invalid, and would not have happened, because we know that in this timeline the Master didn't detect the TARDIS materialising. If he detected us materialising, everything we have experienced recently would have happened differently, with unpredictable results. In addition to that, having two instances of the TARDIS in the same time and nearly the same place is a little dangerous."

"Go for it, Doctor," said Melissa. "I'm sure you can do it." So the Doctor set the co-ordinates, and the TARDIS dematerialised and then rematerialised...
