"About the only part of that which I understood was the reference to
a 'Dragon Group'," Astra said. "But I suspect that you weren't talking
about actual dragons."
"Correct. They are a group of businessmen and women, and the I-46 is a major highway. The group wants to run the operation to collect the tolls that motorists - travellers - have to pay for using the highway. They would keep an agreed proportion of the money collected, to pay their costs and as profit, and would pass on the remainder to the state. The state would use the money to keep the highway in good condition." "I see. That sounds legitimate, if they can do it efficiently. I take it that the 'state' is the thing that I am the 'governor' of? Why did I oppose the proposal? Or perhaps I should put that in the present tense and ask why am I opposing it?" "You do not trust the people involved. You suspect that if it went ahead the state wouldn't receive all the money that it should." "I see. But why did you show me Ralph's photo? At this moment, the Dragon Group's activities don't seem to be my most important concern - or to be my doctor's concern either."
