They would keep an agreed proportion of the money collected, to pay their costs and as profit, and would pass on the remainder to the state. I take it that the 'state' is the thing that I am the 'governor' of? Why did I oppose the proposal? Or perhaps I should put that in the present tense and ask why am I opposing it?"
