It took several hours to explain, but in essence...when sales on a book
crack a certain point AND when enough fanfic is written about it on the
internet WITHOUT a movie coming out...some of the characters come to life.
It doesn't work when a movie is made, because new readers inevitably imagine the characters as looking like the actors. And the actors already exist. Anyway, fully 1.3 percent of the U.S. government's budget is dedicated towards hunting down these fictional lives and re-figuring them into society. Toby had no idea what to do now. See, as a powerful business exectutive in the world of book publishing, he knew that sometimes characters came to life. But in typical government bueracracy, only authors get told what to do if a character contacts them. As a businessman, Toby was told -about- the characters but when the government computers checked to see if he was told what to do, they saw he was contacted already and -assumed- he knew what to do. Toby took three Tylenol. He decided to call the government agent who told him about characters appearing. It took some serious dialing but he got through to Mr. Brown.
