You see, he isn't one of the head honchos of the staircase room. However, he has paid quite a large sum of money to pretend to be one. For an unknown sum, he gets to run an entire division of the Tower for one hour a month. He likes doing employee reviews, as it lets him be mean but they can't complain because hey, raise.

So anyway, Horace sits down and prepares for the browbeating. However, it does not come. This probably has to do with the fact that the man explodes. Not Horace, the one doing the review. Robert. He explodes.

Usually, these things do not happen in areas protected from the chaos energy of the Tower, but in this case it probably had something to do with the pound of C4 that had been taped to his chair. Horace doesn't know this, he just calls in a cleanup and leaves to go back to his office.

Who blew up Robert?!
