The man had told Astra that the land was faring "pretty well", when that
was far from the case, because he did not trust her. The newcomer had
arrived on horseback, so perhaps she was working for Hespan. He was not
going to risk being arrested for sedition for suggesting that the current
state of affairs was undesirable. (Hespan had launched a simultaneous land
and sea invasion, the land component by an army that had moved north from
the Hespan colony of Nom Malbra. The war had gone so badly that Aqualaria
had soon been compelled to sue for terms, and the resulting treaty had
left the country no more than an impotent rump of its old self and the
Queen its ruler in name only.)
"There's no lake of this size anywhere near Themyscira," Astra protested in response to his wife's remark. "Certainly not within an hour and a half's travel." That confirmed the man's suspicion. The redhaired woman was clearly no Aqualarian. She must be a Hespanian who had only just arrived in the region, to be so ignorant of its geography.
