Coughing up second derivative

Fred sneezed as the cloud of algorithm flew past his face. The magician
suddenly felt the need to work out how fast the cloud was moving if
frictional forces were acting upon it from the rough fixed pulley he had
attached to the ceiling of the cave, if meu was 0.2 and he modelled the
cloud as a particle.
Fred, however, coughed and coughed up the second derivative dust and the
magician was alarmed.
Quickly, he worked out that this should be a minimum point, and so he
asked Fred if he wanted something for that cough.
