Of course, the easiest, most natural option was to allow them all to revert to their animal states, and set them loose. It would be punishment enough, and they wouldn't be able to hurt anyone anymore. However, some council members argued that this was a lazy and ineffective approach, while others thought they should be given opportunity to better themselves. They did have a witch waiting in the reserves who, due to a fiasco years before, was at their beck and call, and she could restore them, though doing so may take a long time, and witch magic never came free.

As they debated, the prisoners were kept contained in a variety of cages and glass cases. The toads spent this time in a large terrarium. Lila, for her part, was more than nervous. On the one hand, these were wizards, a lot of them, and she was in many ways closer to real help than she had been since she'd first been transformed into a princess. But on the other... she'd been in this life for ten years. She'd grown well used to it, and submitted entirely to all the horrible things she'd done. Perhaps she was past salvation. Perhaps it would have been better to stay. She ached for Ginevra to burst in and whisk them away, but it seemed unlikely.

At long last, the council decided...

  2. to use them for experimentation.
  3. to restore their human forms and assign them community service roles.
