Maggie realised that not being able to see into the room due to the steam could work to her advantage. It might enable her to climb out of the sluice before it went over the bar, without her being noticed. She wouldn't be able to put her dress and boots back on afterwards, as it would take too long and she wouldn't want to be discovered in the middle of doing so. But at least she could put them down in the dry.
She reached out to put her dress and boots down on the floor, which was at about waist-level, and then clambered out of the sluice, trying not to make any splashing noises. As she did so, she realised that she could hear a woman crying. What was that about? She crept forward slowly and cautiously around the edge of the pool, hoping that she could get a glimpse of the woman before she herself was spotted.
