The voice that Fred heard sounded seductive as well as ominous - a difficult trick to pull off, but the woman managed it - so he naturally jumped to the conclusion that it must be a witch. Besides, surely no woman but a witch would be down here in these dangerous caverns?
The speaker followed up her "Oh! Can it be!?" with: "It is! It's Lord Fred!"
