The Central Bank of the Dragon (CBD) is a massive and ancient institution made of marble and jade. Above Fred, coked-up day trader dragons fly into each other, spitting fire and shouting "Sell!" or "Buy!" laced with disgusting obscenities.
Fred was suddenly overcome with fear and disgust, and instantly came up with a plan to get the stones needed for his 5-year plan.
Disguised as a gecko disguised as the Queen of England, Fred walked up the bank teller....

...and shows her his Makarov 1951 and says "Shhh!" with smile.
...and politely asks where the bathroom is, explaining that he's "got a bun in the oven".
...explains calmly that he is the Queen of England and that he must see the sacred stones!
