The source of the smell is the Professor. Another Time Lord. Not as famous as the Doctor, but known across the galaxy for popping in to help with a problem hundreds of years before it becomes one. Many planets have found a strangely stilted ancient text that has what they need to solve a plague or a disease or an earthquake or in one unique case, angry sentient gerbils.
And the Professor has a weakness of certain types of ice cream. Controllable at will of course for he is a Time Lord but here, taking a shift watching damaged security TARDISes it was okay to indulge.

A woman in a brown trenchcoat and a rainbow shirt shows up. She is angry and blasting many things with a sonic screwdriver.
