Josh had been taken to a park ranger headquarters on the side of a mountain. Miles away was the remnants of Washington D.C. Through the make-shift bars of his prison Josh could see the sun glinting off what was left of the Washington Monument. Seems there was even people patrolling at the bottom.
With Josh's good look at the surrounding territory he saw a group of people advancing on the Raider facility. Naturally he kept quiet and hid under his stinking mattress.
