The (new) Judge shall determine the exact time of the start of the round, and e may also suggest a theme for the round and nominate a member to post the first fantasy rule. Also from the ROs: 5. End of Game. If at any time after the seventh day of a round, there is only one person eligible to play, then (a) all current fantasy rules are repealed (b) the round ends (c) the sole remaining player is declared winner of the just ended round and becomes Judge. This tells us that once a round starts, its end is automatic once the ending criteria are met. In particular, the Judge need take no action to end a round. So Round 207 did indeed start and end, its rules all were VALID (all but the first by timeout), Ed Murphy was the last to become ineligible, and Steve Gardner was the only one to collect style points and they were positive. I believe bd's rule was timestamped slightly later than Jeff's, so their numbers in Proposal 207:B should be reversed, but that's a difference that makes no difference.
