Unlike the one in 193:4 this does not seem to limit itself to rules which nominate someone; we may not know what the "respective party" of a rule which does not nominate is, but I don't believe that escapes the restriction. Positive style for correctly spelling Tripper's position, and for the very slick attempt to get around the fact that if Karl is the Odd One, this rule can't be valid.
