Validity:
VALID, obviously, since there were no previous rules.

Style:
The rule is witty and uses the theme well; it includes numerous
restrictions, but still leaves open plenty of room for further rules.  I
would give it a 3, but since it is the first rule, and did not have to
obey an previously existing restrictions, I will lower that to 2.5.
So, 2.5 Style points for 194:1

Validity:
VALID, because it's restriction does not include it.

Style:
It fixes a sort-of hole in the previous rule; that is, it requires tunnel
and station building instead of merely defining how to do such;
however it does not follow it's own restriction, which is not stylish.
Good, solid, even with the "from now on" bit, I'll give it a 2.

Validity:
VALID, since it includes the necessary tunnels and stations, and
does not violate any track-related rules.

Style:
It keeps to theme, handles the requirements laid down the previous
rule well, and establishes a good requirement.  However, it does not
precisely obey it's own requirement(although this is not a validity
issue because the requirement is not required of _this_ rule) in that
it does not define the departure and arrival times of the new
_station_ it mentions, only the new _tunnel_.
So, 2.5 Style points for 194:3

I am really getting interested in how this tunnel system is shaping

 (Sorry, people..)
Style:
 The restriction is not inspired, but the style is good, and so I
give it 2.5.
