In an obscure, obscure page of an obscure, obscure Nomic, I found this
restriction:

If a lowercase letter is completely surrounded by other letters, it is made
uppercase.

This will apply to all future rules of this round.  More ovine than bovine,
I guess, but certainly peculiar.
