That last mail didn't turn out as well as I
was hoping.  Below is the FRC Home Version
I was referring to earlier:

Regular Ordinances of the Fantasy Rule (FR) 
Committee: the Home Version  [Rough Draft]

1. Ordinances.  There shall be two types of ordinances:
   regular ordinances and fantasy rules.  Fantasy rules
   shall have no effect on play except
   as provided for in the regular ordinances.

2. Membership.  Any person may become a member of this
   committee. A member may resign from the committee 
   at any time.

3.  Preparation.  Before the start of the first round,
    the members shall select a Judge and determine how
    members are to "post". [e.g. by writing on Post-It
    Notes and placing them on a wall, or by using
    chalk on a particular chalkboard]

4. Starting a Round.  The Judge shall determine the
   exact time of the start of the round, and e may
   also suggest a theme for the round and nominate
   a member to post the first fantasy rule.
   All members except the Judge are eligible as if 
   they had posted a valid fantasy rule at the start
   of the round.
   
5. Eligibility to play.  Only those persons eligible
   to play may post fantasy rules. Each valid fantasy
   rule makes its author eligible to play. This eligibility 
   period lasts for ten (10) minutes from the time
   of the rule's posting minus three (3) minutes for each
   invalid fantasy rule posted by the same person after
   the valid fantasy rule.
   [I had thought of creating a turn system, but decided
   against it --- I'd like to keep as close to the spirit
   of our game as possible.]
   [Should I use the time periods in this set of rules?]

6. End of a Round.  If at any time after the tenth
   (10th) minute of a round, there is only one person
   eligible to play, then
   (a) all current fantasy rules are repealed
   (b) the round ends
   (c) the sole remaining player is declared winner of
       the just ended round and becomes Judge.
  Whenever a round of play ends, a new round should begin
  as soon as possible thereafter.

7.  Judge.  The Judge is responsible for interpreting
    the ordinances and determining the validity of
    fantasy rules.  If a fantasy rule is inconsistent
    with itself, previously posted valid fantasy rules,
    or the regular ordinances, then the Judge shall
    declare that rule invalid.

8.  Resignation.  The Judge may resign if e appoints
    a successor who agrees to serve as Judge until the
    end of the round.  The new Judge becomes 
    ineligible to play upon the old Judge's resignation.

9.  Style Points.  For each fantasy rule posted, the 
    Judge shall award X points, where -3<=X<=3.  The
    Judge may use any criteria e sees fit for such awards.
    At the end of a Round the Player who has collected the
    most Style Points will be the Wizard in the next Round.

10. Overriding Judge's Decisions. The decision of the
    Judge may be changed if a proposal is made to do so
    and that proposal receives a two-thirds affirmative
    vote of the members voting on that proposal. [We're
    all in the same room -- we should be able to have a
    quick roll-call or show-of-hands.  Therefore no 
    voting period.]

11. Default. If the Judge does not declare judgment
    of a fantasy rule within five (5) minutes after
    its posting, e shall be considered then to have
    decided and declared that rule valid.

12. Amendment.  The regular ordinances may be amended
    if a proposal is made to do so and said proposal
    receives a two-thirds (2/3) affirmative vote of the
    members voting on that proposal.   [Amendments
    may be temporary, and since there is no "voting 
    period", the Override ordinance is unnecessary.

The Rule features Napoleon's Waterloo "Waterloo", sponsored by

size of an item: either its Real Life surface or as many square kilometers
as there are characters in its name.

From this Rule on all classics shall contain the letter W or M.

Huh ? You lost me there... I thought (as per Rule 54:1, clause 54b, 
paragraph III) only the past tense was allowed in even-numbered 
sentences for Rules posted after 4:00 GMT. Or does the First of the 
Month clause apply ?
