Lord Fred went down the passage he heard gears from. He figured this indicated technology and technology indicated intelligence on the dragon.
Lord Fred came to a rocky, grass lined ledge overlooking a mill-wheel. In fact, the entire creaking, groaning, workings of a mill had been put into a natural cylindrical cavern. The ledge sloped down to the right, passing the grinding stones. Fifty feet down the passage opened up into a room well-lit by a magic lantern. Three scaly humanoids sat at a table, hunched over. Sparkling clean pitchers of beer dotted the surface. One man was snoring. They all wore expressions of weariness and sadness. One of them looked at Fred. "I don't care." he said. "I don't care if the dragon wants more grain ground for his servants. Tell him to stop kidnapping people if he wants more food to go around." Lord Fred noticed a small passageway behind the speaker.
