Ah yes I just assumed the outer circle was made from a double line... now I see this is like a double negation, it instead is a prevention of a prevention of frogs. How does this apply to narrowing? I could then reinterpreted the entire rule as you should not runover frogs even if the road narrows but, I doubt that would be the most useful interpretation for the round...
