Exactly--except that instead of "proposal", you should say "rule". The two are very distinct. Rules are the things that players submit as part of the game that the Judge rules VALID, INVALID, or UNSUCCESSFUL. Proposals are things that players submit to overrule the Judge or the Regular Ordinances that either PASS or FAIL depending on whether or not they can get a 2/3 vote in favor.
